Flooded every time it rains and getting woo

We keep reporting this we have problems getting into vehicles now because no one does anything it happens every time it rains, uneven tarmac and the public grass is flooded, you can not get into vehicles on one side with wheel chair so we have to back up to main road to access the vehicle, we have been reporting this for a view years and nothing done sooooo it’s got worse through council naglect
