Dangerous crossing for children

This section of Hawthorn Road was recently reduced to 30mph from 40mph after some local residents liaised with LCC. This is great, HOWEVER, drivers are still not travelling at 30mph. A child travelling home from school on a bike was knocked off inbetween the cemetery and the village hall a couple of weeks ago due to inconsiderate drivers. Is it going to take a child to be killed before something is done to help children/families safely cross the road and be safe on the narrow pavement? Can some traffic calming measure like on Wolsey Way be installed along this section of road please? Or a pedestrian crossing? It is still so dangerous. A pedestrian barrier is probably needed along the narrowest section of path which is between the cemetery and Kennel Lane. I really hope something is done before someone is killed.
