Footpath from B1517 to Sleaford Leisure Centre

Sent to Lincolnshire County Council less than a minute later. Council ref: 2877230.

The pathway, which was reconstructed a couple of years ago, now floods badly, and is impassable. When the 'improvements' were made to the path, a fence -complete with locking gate, were installed so the public could not cross Lafford Terrace to access the bridge. This gate is kept locked during the day making it impossible to get to the other side of the river without a long detour. A tacit agreement had been in place, following repeated complaints, that the gate would be left open during flooding (i.e. most of the year). However, this year that has not happened. It is a real inconvenience for a large number of the public who use this path on the school run, trips to the swimming pool, and any journey across the river. The Highways Act 1980 states that 'If a council is allowing a footpath to become ruined or obstructed, they are failing in their statutory duty under the Highways Act 1980.' I would appreciate your immediate attention in this matter.
