Diesel spill

Diesel has been spilt on skellingthorpe road x3 drains are blocked and all the diesel has come down my drive as the lowest point my whole drive is now covered in diesel off the road where the slotted drains do not work and havnt worked for 2 years. I have rung lincoln county council, enviromental team, anglian water and the enviromental agency and not a single person says its theres to deal with. My drive is covered from the road all the way to nearly my front door my car tyres are covered in diesel and my car is now a risk to road because of it to wash it off is going to take alot of water the drains need resolving
