Height of hedge planted outside of property boundary, on the highway verge, is blocking my view of on coming traffic Approaching from Horncastle road direction. I have spoken to the house owner twice, explaining it is dangerous for me and oncoming traffic when pulling off my drive. However they refuse to cut down the hedge to a safe level. I believe the hedge has been planted well outside of the property boundary too.

Thank you for your update. If I understand you correctly, you are stating that the recently planted hedge on the verge, outside of the boundary of Pilleys Lane, that significantly obstructs my view of oncoming traffic. Does not constitute a potential danger to myself and oncoming traffic, when I am exiting my property on Pilleys Lane?

Thank you for your further correspondence regarding this matter.
Following a re-assessment of the issue raised, we remain of the view previously provided. Historical imagery indicates that the hedge was planted on or before 2022 and is therefore considered to be well established.
We have reviewed the Council’s highway liability records, which confirm that the hedge is located outside of publicly maintainable highway extent and has not been planted within the adopted highway verge.
In accordance with Lincolnshire County Council’s risk-based approach to highway safety inspections and maintenance, a trained officer attended site and assessed the location. At the time of inspection, the vegetation was not considered to present an immediate risk or danger to highway users.
Furthermore, photographs obtained during the inspection confirm that the adjacent highway verge remains passable and is not obstructed. As the vegetation is not encroaching onto or obstructing the public highway, the Council does not have grounds to pursue enforcement action requiring the landowner to cut it back.
As such, this would be considered a civil matter between the affected parties.
