BT Wire hanging about 8ft off the parking bay

Sent to Lincolnshire County Council less than a minute later. Council ref: 2893420.
This is a BT wire that has dropped following work on the bungalows. It crosses highways parking bay and is an obstruction to vehicles (like our oil tank delivery). I cant contact BT as they are impossible to complain to. The wire is now about 8-9 ft off the ground.

The wire is actually 7 ft above the parking bay. I cannot upload a photo unfortunately. I don't see how the inspectors could miss it. The parking bay is definitely highways as we had to remove a fence for being within 3ft of it. This wire will get snagged.
